During China’s annual National People’s Congress, Supreme People’s Court President, Zhang Jun (张军) confirmed that Li Yanhe (李延贺)—commonly known by the pen name Fucha (富察)—had been sentenced to 3 years in prison for “inciting separatism and undermining national unification.” Li is editor-in-chief of Baqi Culture (八旗文化), a publishing imprint which includes works that challenge or depart from Beijing's official narratives. Li’s work took place in Taiwan, where it was entirely legal, yet he was detained while traveling to mainland China in March 2023. Thereafter details of his arrest, legal representation, and trial weren't publicly clarified. Beijing's message is clear: activities conducted outside the PRC can still be treated as national security offenses once an individual reenters Chinese jurisdiction. The case is also being framed as part of the state’s campaign against “Taiwan independence.”
