You can't get an H4 dependent visa without applying at a US consulate abroad. Meaning that *at the time when you are born*, you will be illegal your 1st minute as a baby, and having thus committed an immigration offence by virtue of being born, you will not be eligible for H4.

Trump's rescinding of birthright citizenship by executive order also includes revoking it for the children born to legal immigrants on a work or student visa. So the child of a grad student or H1B worker who lives in the US would immediately be considered illegally living here.
